Texas ESC Region 16 is Hiring a Family Services Specialist Near Amarillo, TX

Primary Purpose:To implement the Family Partnerships and Community Partnerships performance standards by assisting staff andfamilies to access resources and by monitoring all family services activities. To support families in regular attendanceand support the family services staff in working with families who have attendance concerns. To support family well-being, including health, safety, and economic stability to support child learning and development. To comply with allfederal guidelines (Head Start Performance Standards, Transmittal Notices, etc.) and local Head Start policies inproviding children and families with Head Start services.Qualifications:Education/Certification:• Bachelor’s Degree in Social Work, Sociology, Psychology, Counseling, Education, or a related field required• Master’s Degree preferredSpecial Knowledge/Skills/Experience:• Experience in working with economically disadvantaged families preferred• Requires an individual who is disciplined and objective with the ability to positively stimulate and develop teamstoward a focused goal of providing quality service to children and families in the Head Start program• Experience providing training to adults preferred• Knowledge of and ability to implement parent education strategies and activities• Knowledge of social services available in the Region 16 areaWorking Conditions:• Tools/Equipment Used: Standard office equipment including personal computer and peripherals• Posture: Must be physically able to tolerate prolonged sitting, frequent standing; occasional bending/stooping,pushing/pulling, twisting, and standing• Motion: Must be physically able to tolerate frequent standing and walking, repetitive hand motions, frequentkeyboarding and use of a mouse; occasional reaching, occasional driving• Lifting: Must be physically able to tolerate regular light lifting and carrying (less than 15 pounds); may requireoccasional heavy lifting and carrying (45 pounds or more)• Environment: Must be physically able to work inside; tolerate frequent region-wide travel and occasionalstatewide travel; regular exposure to noise• Mental Demands: Must be able to work with frequent interruptions; maintain emotional control under stress;work prolonged or irregular hours on occasion• Regular Attendance is an essential functionMajor Responsibilities and Duties:1. Maintains Family Credential Trainer of Trainers and provides training to new staff in family credentials.2. Coordinates services provided to Head Start/Early Head Start families.3. Mentors and coaches assigned family service staff at a minimum of 2x per month to facilitate family servicesincluding but not limited to:• The family outcome assessment tool• Family strengths and needs to develop the family partnership agreement.• Attendance follow up• Accessing resources to meet family needs• Utilizing relationship-based competencies when working with families4. Develops and implements a system of continuous monitoring and evaluation of activities within the program to ensurethat families' needs and program guidelines are being met.5. Promotes parent engagement by facilitating leadership for policy council members and parent committees.6. Monitors the planning and facilitation of parent meetings, including implementing Conscious Discipline at allassigned sites.7. Provides high-quality training in parent engagement including father engagement to staff in order to provide trainingto parents.8. Trains and mentors staff as assigned in ChildPlus data entry, Family Engagement, Family Partnership agreements,Family Assessment tool, PIR, Conscious Discipline parent curriculum, and Attendance.9. Monitors documentation in ChildPlus and the implementation of Family Engagement, Family Partnership agreements,Family Assessment tool, PIR, Conscious Discipline parent curriculum, and Attendance.10. Monitors and analyzes attendance for assigned sites. Develops success plans with family service staff when the child’sattendance is low and/or at risk of missing 10% of the school year. Monitors the attendance success plans.11. Facilitates the revision and/or the distribution of materials and information for the Head Start/Early Head StartProgram such as parent handbook, information on adult education & literacy opportunities, including basic skills,GED, English as a Second Language, and information on college admissions and scholarships.12. Forms community partnerships and serves as a liaison between Head Start and area social service agencies.13. Takes the lead role in meeting family needs/offering parent activities and maintains required family servicesdocumentation for sites without family services staff.14. Determines the collective professional needs of the family service staff and develops training to meet those needs.15. Submits Head Start reports required by funding source and/or Region 16 administrative policies to the Director ofHead Start and Early Childhood Development.16. Analyzes all family service data annually for each site and reports findings to the site director/principal.17. Participates in and/or conducts Head Start/Early Head Start staff meetings, staffings, training, and technical assistanceand applies learning in work-related situations.18. Collects and analyzes information to find new solutions to challenges by ongoing monitoring and continualimprovement in services.19. Routine area travel is required.20. Irregular work hours at times.21. Maintains a functioning cell phone and is accessible through this phone as deemed appropriate by the Director. Afunctioning cell phone means that it is charged, activated, messages checked, and mailbox emptied regularly.22. Reports for work ready to perform responsibilities.23. Performs duties that directly and/or indirectly impact student performance in Region 16.24. Maintains a professional level of confidentiality regarding all ESC matters.25. Supports the mission, goals, and objectives of the ESC strategic plan.26. Upholds and adheres to safety rules and policies of the ESC safety program.27. Performs professional responsibilities as required by ESC policies, processes, and procedures.28. Manages time, calendar, and job responsibilities to meet deadlines.29. Meets proficiency levels of required technology skills as outlined by supervisor.30. Incorporates appropriate technology in daily work and exhibits continual growth in technologies as outlined bysupervisor.31. Performs other duties as assigned.
